Does my pool cage door have to self-close and self-latch?

If the enclosure is serving as your pool barrier under Florida's residential pool safety law, then yes, and the latch has to sit high enough that a small child cannot reach it. This is the single most common thing found wrong on older Polk County cages. It is also one of the cheapest to fix.

Can you replace one panel instead of rescreening the whole cage?

Yes, and for one or two torn panels that is the sensible choice. The only downside is color, since new mesh will not match sun-faded mesh around it. If it is somewhere you look at constantly, consider doing that full elevation instead.
